The Division of Fiscal Management is in the Office of Budget and Fiscal Management within the Office of Administrative Services. The Division is responsible for accounts payable and receivable, asset management, procurement, record retention and other administrative tasks for the Finance and Administration Cabinet (FAC) and agencies administratively attached to FAC. The Division includes the Internal Accounting Branch and the Purchasing and Procurement Branch, both of which offer solid foundations for someone to learn and perform such tasks for multiple departments. The Administrative Specialist is provides professional fiscal and administrative support and oversight to the Division of Fiscal Management Internal Accounting Branch for agencies within and administratively attached to the FAC. Responsibilities may include, but are not limited to: Reviews, evaluates, audits, and monitors travel and purchasing documents to ensure compliance within policies, procedures, statutes and regulations and budgetary limits. Resolve payable payment issues. Executes payables functions within e. MARS. Makes recommendations for any necessary fiscal revisions to be in compliance with division internal controls, and all other policies and procedures. Interprets, implements, and enforce policies and regulations to vendors and programmatic staff for the administration of accounts payables and travel programs. Provides oversight and assistance as needed, and makes recommendations for any revisions for programmatic revisions. Communicates with vendors and staff to resolve any inaccuracies, non-compliance, and budgetary issues with payables and travel documentation. Compiles and prepares reports in compliance with internal policies and by established deadlines. Monitors expenditures to ensure compliance with statutes and regulation, submitted and paid timely, accurate and coded properly, and reasonable and allowable. Attends meetings as required. Prepares correspondence as needed. Maintains fields as required for audit purposes and retention schedules. Performs other duties as assigned. Preferred Knowledge, Skills and Abilities: Strong communication skills Accounting background Organization Creative thinking and problem solving Ability to work under pressure and multi-task Attention to detail Experience in Microsoft Office and Mars Minimum Requirements EDUCATION: Graduate of a college or university with a bachelor's degree. EXPERIENCE, TRAINING, OR SKILLS: One year of professional, administrative, or business experience. Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis. Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE Working Conditions Incumbents working in this job title primarily perform duties in an office setting. Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18 A.111.
